Bukom Refinery | Business Today, May 2024Formerly Shell's Bukom refinery, located on Pulau Bukom island about 5.5 km southwest of Singapore, has historically been Shell’s largest wholly owned refinery globally and a cornerstone of Singapore’s petrochemical industry. The site has served as a major hub for both refining and petrochemical production, playing a central role in the region’s energy and chemicals supply chain.
The refinery complex has a crude distillation capacity of 237,000 barrels per day, making it one of the largest in Asia. It also houses an ethylene cracker with a production capacity of 1.1 million tonnes per year, supporting extensive downstream petrochemical operations. The facility is highly integrated, with units for hydrocracking, catalytic cracking, alkylation, and desulphurisation, enabling the production of a wide range of products including gasoline, ultra-low sulfur diesel, jet fuel, and fuel oil.
On April 1, 2025, Shell completed the sale of its Bukom refinery and associated petrochemical assets to CAPGC Pte. Ltd., a joint venture between Indonesia’s Chandra Asri and Glencore. The site is now known as the Aster Bukom Chemicals and Energy Complex and continues to operate as a fully integrated refining and chemicals manufacturing hub termed "Aster Energy and Chemicals Park" under new ownership.
