Tema Oil Refinery Limited (TOR) is Ghana's first and historically primary crude oil refinery, a 100% state-owned enterprise and a cornerstone of the country's downstream energy sector since 1963. It is regulated by the State Interests and Governance Authority (SIGA) under the Ministry of Energy and Green Transition.

History

TOR was originally founded on December 12, 1960 and commissioned on September 28, 1963 as the Ghanaian Italian Petroleum Company (GHAIP) — a joint initiative between the Government of Ghana under President Kwame Nkrumah and the Italian state energy group ENI (Ente Nazionale Idrocarburi), through its subsidiaries ANIC Società per Azioni and AGIP Società per Azioni. It was among the first eight refineries established in Africa and was the nation's first major value-added industrial investment after the Akosombo hydroelectric dam. In April 1977, the Government of Ghana acquired all shares from ENI and became the sole shareholder. The company was formally renamed Tema Oil Refinery (TOR) in 1991.

Core Activities & Mandate

TOR is authorised by law to refine crude oil and sell petroleum products in Ghana. Its operational value chain includes:

• Crude oil procurement — imported crude sourced from international markets
• Refining — processing crude through the Crude Distillation Unit (CDU) and Residue Fluid Catalytic Cracker (RFCC)
• Product marketing — sale of refined products to Bulk Distribution Companies (BDCs) for onward distribution to Oil Marketing Companies (OMCs) and end consumers
• Exclusive production of Aviation Turbine Kerosene (ATK) — regarded as among the best quality in Africa
• Storage — total storage capacity of 1,000,000 metric tonnes for both crude oil and finished products
