The Sodegaura Refinery is located in Chiba Prefecture on Tokyo Bay, approximately 60 kilometers east of Tokyo. The refinery started operations in 1968 and has grown from an initial capacity of 70,000 b/d to its current crude oil processing capacity of 143,000 barrels per day, representing approximately 4% of Japan's total refining capacity. The facility is strategically positioned in the Tokyo-Chiba industrial belt with excellent access to import/export infrastructure and major consumption markets in the metropolitan Kanto region.

It has the following process units and capacities:

  • Crude Distillation Unit (CDU): 143,000 b/d
  • Vacuum Distillation Unit: 60,000 b/d
  • Fluid Catalytic Cracking (FCC): 42,000 b/d (two units)
  • Continuous Catalytic Reformer (CCR): 28,000 b/d
  • Hydrotreater: 177,000 b/d
  • Alkylation Unit: 4,000 b/d
  • Eureka Thermal Cracking Unit (Chiyoda and Fuji Oil Company proprietary technology): 33,000 b/d

The Sodegaura Refinery processes heavy crude oils with an average API gravity of 32.3°, significantly below Japan's national average of 36.8° API. This heavy crude strategy provides cost advantages while maximizing the refinery's sophisticated upgrading capabilities.

Supply Infrastructure includes:

  • Keiyo Sea Berth: Joint facility for receiving 300,000 DWT tankers
  • Dedicated landing pier: Handles tankers up to 120,000 DWT
  • Storage capacity: 27 crude oil tanks (15 at refinery + 12 at Nakasode base)
  • Export capacity: 3 million kiloliters annually (40% of production)

The refinery produces the following products:

  • Light Products:
    • Gasoline (including high-octane grades)
    • Kerosene and Jet Fuel (supplied to Japan Airlines under long-term contract)
    • Diesel Fuel (Gas Oil)
    • LPG (Liquefied Petroleum Gas)
  • Petrochemical Feedstocks:
    • Benzene (chemical grade)
    • Mixed Xylenes
    • Naphtha (petrochemical feedstock)
    • Normal Paraffin
  • Heavy Products:
    • Fuel Oil A and C (supplied to JERA Group for power generation)
    • Petroleum Pitch (supplied to Nippon Steel for coke production)
    • Asphalt products
