The JPP Goi plant historically focused on manufacturing polypropylene for film, sheet, and industrial materials applications.

The plant has undergone significant restructuring as part of JPP's scrap-and-build strategy to optimize operations amid declining domestic demand. In 2017, JPP announced plans to build a new 150,000 tonne/year polypropylene unit at Goi for ¥9 billion, which commenced operations in October 2019. However, the company subsequently closed a 70,000 t/yr production line in January 2021 as part of capacity rationalization in response to shrinking demand for general-purpose PP products and increased competition from cheaper Middle Eastern and Asian supplies.

According to the Horizone licensing history, Goi has operated multiple Horizone process units, including a #4 line established in 1987 with 65 kTA capacity and a #6 line commissioned in 2019 with 150 kTA capacity. The facility remains one of JPP's three active production plants alongside Kashima and Mizushima.
