Petrochemical Base Description

Sinopec Zhenhai Refining and Chemical Company is the largest, most competitive, most technologically advanced, best managed and best quality refining and chemical enterprise under Sinopec. It has initially built a "world-class, high-tech, integrated" green petrochemical base. At present (Nov 2024), the company has an annual crude oil processing capacity of 27 million tons and an annual ethylene production capacity of 2.2 million tons. The management terminal throughput capacity reaches 83.54 million tons per year and the tank storage capacity reaches 17.18 million cubic meters, forming an industrial structure of "large refining, large ethylene, large terminal and large storage". Zhenhai Base project Phase I

The project mainly includes the main ethylene project and supporting projects in the industrial chain. After completion, it will form an annual refining capacity of 27 million tons and an ethylene capacity of 2.2 million tons. (Source)

Zhenhai Base project Phase II

The Zhenhai Refining and Chemical Expansion Project (Phase II) mainly includes the construction of a new 11 million tons/year refining plant, a 600,000 tons/year propane dehydrogenation plant and downstream processing units. The project will start construction in June 2022 and is scheduled to be delivered in December 2024. (Source)

The core of the second phase project is the oil-to-hydrogen device. The main raw materials include deoiled asphalt, vacuum residue and desolidified oil slurry. The target products are hydrogen, isononanol synthesis gas and synthetic ammonia. The scope of the project covers gasification, purification, synthetic ammonia and other devices as well as supporting public works and auxiliary facilities. Zhenhai 1.5 million tons/year ethylene and downstream high-end new materials industry cluster project

The Zhenhai 1.5 million tons/year ethylene and downstream high-end new materials industry cluster project mainly includes the construction of a new 1.5 million tons/year ethylene unit and downstream processing units, as well as supporting public works and auxiliary facilities. The project will start in November 2023 and is scheduled to be delivered in mid-2026. The project is funded by its own funds and bank loans. As of June 30, 2024, a total investment of RMB 2.8 billion has been completed.
