Built originally by Shell (Roxana Petroleum Company) in 1917-1918, the Wood River refinery has a crude throughput capacity of 345,000 barrels per day. The facility spans approximately 2,200 acres and employs around 800 people.

The refinery features comprehensive processing units including crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization, and delayed coking units. It has a clean product yield capability of 81% and a Nelson Complexity Factor of 11.0. The facility underwent a major expansion called the Coker and Refinery Expansion (CORE) project, completed in November 2011, which added a four-drum delayed coking unit with 75,000 barrels per day capacity at a total cost of $3.8 billion.
