The FREP complex is strategically located at the South Coast of Meizhou Bay in Quangang District, Quanzhou City, Fujian Province, covering approximately 530 hectares. The facility benefits from superior geographical positioning with dedicated crude oil and oil product terminals situated at deep, open waters, featuring a total designed throughput capacity of 18 million tons per year.

FREP operates a 280,000 barrels per day (280K bpd) refining capacity, equivalent to approximately 14 million tons per annum (MTA). The facility has expanded significantly since its original 80,000 bpd capacity in 2009.

The refinery encompasses several essential processing units:

In November 2024, FREP's parent companies broke ground on a second major integrated refining and petrochemical complex in Fujian's Gulei petrochemical base. This greenfield project will feature:

  • 16 million tons per year oil refining unit (320,000 barrels per day)
  • 1.5 million tons per year ethylene unit
  • 2 million tons paraxylene and downstream derivatives capacity
  • 300,000 tons crude oil terminal

The new facility is expected to be fully operational by the end of 2030 and will supply approximately five million tons per year of feedstock to the Gulei Petrochemical Base.
