Technical Components

The refinery will consist of 12 technological facilities, including seven deep processing licensed units from international technology providers:

• Hydrogen plant (Italian "Kinetics Technology")
• Sulfur separation (French "Axens")
• Gas processing plant (US "UOP Honeywell")
• Hydrocracking (US "UOP Honeywell")
• Diesel hydrotreating (US "UOP Honeywell")
• Liquefied petroleum gas separation (US "UOP Honeywell")
• Visbreaking (Dutch "Shell" company license)

Infrastructure Components

The project includes:

• 530-km underground crude oil pipeline connecting Toson Uul XIX and Tamsag XXI oil wells
• Captive power plant with two 17.5 MW steam turbine generators
• Supporting infrastructure including roads, railways, and electrical transmission lines

Current Status

The EPC contract signed between Mongol Refinery and MEIL on Feb 6, 2025 stipulates that MEIL will complete the construction of the seven facilities within 36-38 months.

As of September 2025, the project is in active construction with multiple EPC (Engineering, Procurement, and Construction) packages being executed by Indian contractors, primarily Megha Engineering and Infrastructure Limited (MEIL). Non-technical buildings are substantially complete, and primary facility construction is underway.
