Project Timeline

  • Construction began in August 2020
  • AGCC is 76% ready by May 22nd, 2025
  • Mechanical readiness on two polyethylene units by the end of 2025.
  • Mechanical completion delayed to 2026 (originally 2024–25)
  • Commercial polyethylene production by Q3 2026.
  • Polypropylene production will start in 2027.
  • Full operations expected by 2027

Feedstock

  • Primary Feedstock: Ethane, propane, and butane supplied from Gazprom’s Amur Gas Processing Plant (Amur GPP), which processes natural gas from East Siberian fields.
    • Ethane: Up to 2 million tons/year.
    • LPG (propane/butane): ~1.1 million tons/year.
  • Integration: Co-located with the Amur GPP, ensuring direct feedstock supply via pipelines.

Assets and Capacities

  • Steam Cracking Unit (Pyrolysis Plant): Processes ethane, propane, and butane into:
    • Ethylene: Primary output for polyethylene production.
    • Propylene: Used for polypropylene and derivatives.
  • 2.7 million tons/year of polymers:
    • 3 gas-phase polyethylene production units with a total capacity of 1.8 mln tons per year.
    • 1 plant for slurry polyethylene production, with a capacity of 0.5 mln tons per year;
    • 1 polypropylene production plant with a capacity of 0.4 mln tons per year.
    • 1 butene-1 production plant with a capacity of 0.055 mln tons per year.
  • Off-Plot Facilities (OPF): Projected OPF facilities are designed to provide technological plants with energy resources, reception and storage of crude materials and intermediate products of technological plants, collection and treatment of sewage and rainwater, as well as the water supply of the Complex.

Technology Partners

  • As of August 2020, Sibur had selected as technology partners:
    • Linde and NIPIgaspererabotka (cracking units)
    • Univation Technologies and Chevron Phillips (ethylene polymerisation)
    • LyondellBasell (propylene polymerisation)
  • By July 2022, Linde pulled out of Russia’s Amur gas/chemicals project, when part of the equipment, including the pyrolysis unit, was already built.
  • As of Dec 2023, work was in progress regarding mechanical installation and contruction work at the Slurry PE Unit (MarTECH SL or ADL?), design and delivery of equipment for the gas phase PE unit (Univation PE), and development of primary process solutions for the polypropylene unit (Spheripol?).
