Bloomberg | 2023 -- Angola will sign a contract with China National Chemical Engineering Co. to build the long-delayed $6 billion plant in Lobito

“The processing capacities of the Lobito refinery remain at 200,000 barrels per day and the estimated cost of the investment is around $6 billion,” Diamantino Azevedo, the minister of Minerals and Petroleum, said in Luanda after a meeting between President Joao Lourenço and the company’s Chairman Wen Gang.

Sonangol, the southwest African nation’s state oil and gas group, partnered with an “American company” to conduct studies that led to decreased investment costs and improved refinery quality, Azevedo said, without naming the firm.

KBR announced it has been awarded a project management contract by Sonangol for the design and construction of a new 200,000 bpd refinery in Lobito, Angola. Under the terms of the contract KBR will provide services encompassing the project management of engineering, procurement and construction phase execution. The Lobito Refinery Project is one of the most significant energy infrastructure projects in the region and will contribute to Angola's energy independence.

Namibia has agreed to participate in Angola's Lobito Oil Refinery project, a significant step for both countries in the energy sector. The Namibian government is currently negotiating the terms of its involvement with Angola. This refinery, located in Lobito, Benuela province, is planned to have a capacity of 200,000 barrels of refined crude oil per day.

The Lobito Refinery project in Angola has made significant progress, with the first phase reaching 46% completion. The project is expected to be mechanically completed in the first half of 2027, with commercialization targeted soon after

  • Phase 1 Completion: Work on the Lobito Refinery has reached 46% completion in its first phase, as of January 21, 2025. 

  • Installation Phase: The project has entered the installation phase, with the lifting of crude oil storage tanks 101A and 101B in Area 41 marking a new milestone, according to a statement from the company. 

  • Construction: Construction of the refinery is being overseen by China National Chemical Engineering (CNCEC). 

  • Funding: While the project is progressing, there are ongoing funding discussions.
