As a U.S.A/R.O.C. joint venture between PPG Industries, Inc. and China Petrochemical Development Corporation (CPDC), Taiwan Chlorine Industries Ltd. ( TCI ) was established in December 1986, and its manufacturing facility, located in Linhai Industrial Park, Kaohsiung, was constructed in March 1987 and put into production in May 1988. In the beginning of 2013, PPG Industries, Inc. separated its commodity chemicals business and merged the business with Georgia Gulf, U.S.A. to establish Axiall Corporation. Therefore, TCI now becomes the joint venture company between Axiall Corporation (60%) and CPDC (40%).    

With the most advanced technique of “membrane technology” to manufacture chlor-alkali, TCI produces liquid chlorine, liquid caustic soda, hydrochloric acid, bleach, and hydrogen, which have been provided to the full extent to the chemical industry within the country, serving as basic materials and for the development of chlorine derivatives with high added-value. Its annual capacity of liquid chlorine is about 120 thousand tons.
