Esfahan Oil Refining Company (EORC), also known as Isfahan Oil Refining Company was established in 1976 as a state-owned enterprise, operated under NIORDC supervision since NIORDC's establishment in 1991, and privatized in 2008 while maintaining NIORDC's governmental oversight.

Beginning in 2021, EORC initiated a strategic evolution from a standalone refining company into a diversified holding company structure. The transformation aims to convert EORC from a traditional refining operation into an integrated petro-refinery holding with export-oriented production and value chain integration. The company's stated vision includes sustainable and balanced development, becoming a successful petrochemical holding, and achieving the highest complexity factor in the region.

This transformation was not a legal restructuring creating a separate entity, but rather an expansion of EORC's corporate activities and portfolio. The company began using the designation "Isfahan Petrorefinery Holding" or "Isfahan Petro-Refinery Holding" to reflect its expanded scope.​

The attached promotional leaflet describes the transofrmation program of EORC as published on Rahbord Energy (Energy Strategy) website, which includes capacity expansions, the construction of new processing plants, as well as the development of a second refinery.
