The company was founded in 1986, formerly known as Changyi Petrochemical Plant, and is one of the local refineries in Shandong approved by the state.  In December 1999, the company was restructured and registered as Shandong Changyi Petrochemical Co., Ltd (山东昌邑石化有限公司).  In July 2005, it became a subsidiary of China National Chemical Corporation (ChemChina).

It is located in Changyi City, northeast of Weifang City, on the southern bank of Laizhou Bay in the Bohai Sea. It is 70 kilometers east of Laizhou Port and 165 kilometers south of Huangdao Port. It has a coastline of 52 kilometers and is located in the center of the peninsula city cluster and the center of the Bohai Rim Economic Zone. It covers an area of ​​more than 5,000 acres. 

According to a company profile cited in April 2015, the company is an extra-large petrochemical enterprise that uses crude oil and fuel oil as raw materials to produce more than a dozen varieties of national standard gasoline and diesel, liquefied gas , propylene , polypropylene , benzene, toluene , xylene , MTBE , petroleum coke , sulfur, etc. The one-time processing capacity of crude oil reaches 10 million tons/year, and the comprehensive processing capacity is 6 million tons/year.

On May 8, 2021, Sinochem was formed through the reorganization of Sinochem Group and China National Chemical Corporation.

March 19, 2025 / -- Sinochem selling bankrupt plant to independent Shandong refiner 

Hongrun Petrochemical, an independent refiner based in Eastern China, has agreed to acquire the bankrupt Changyi Petrochemical refinery from state-run Sinochem Group. The refinery, which can process about 160,000 barrels per day and has been mothballed since last year, is one of three Sinochem plants in Shandong that were declared bankrupt by local courts last year amid debts and taxes owed.
