
INA has nearly completed a €700 million modernization project at Rijeka Refinery (Croatia)—the largest single investment in company history. The project, which entered commissioning phase in December 2025 with expected completion by end of Q1 2026, centers on construction of a new Delayed Coker Unit (DCU) alongside modernization of existing units, development of a new port, storage silos, enclosed coke handling systems, and Croatia's largest high-capacity electrical substation. Over 10,500 workers from approximately 80 subcontracting companies participated, with more than half the work performed by domestic contractors.
Once operational, the DCU will increase diesel production by up to 30% (approximately 400,000 tonnes annually) and boost output of other high-value distillates. Crude oil processing capacity will expand from just over 3 million tonnes per year to approximately 4 million tonnes by 2027 when the unit reaches full capacity. The modernization eliminates the need for importing vacuum gas oil (VGO), which is predominantly of Russian origin on European markets, thereby strengthening Croatia's energy security and reducing import dependence, particularly during peak tourist season demand.
