The company was mainly responsible for the construction of the Jingbian Energy and Chemical Comprehensive Utilization Industrial Park Project, located 10 kilometers northeast of Jingbian County. 

It is worth noting that the first phase of the project commenced in June 2011, achieved a successful trial run in July 2014, and began full commercial operation in August 2015. The supplementary and improvement works started in September 2018 and completed full-process construction by the end of 2020, entering a stable trial production stage. At present, the company has become the largest polyolefin supplier in Shaanxi Province.

The start-up phase of the project involves an investment of 27.5 billion RMB. Using coal, gas, and residue oil as raw materials, the main facilities constructed include:

• 1.8 million tons/year methanol (all as intermediate product, not for external sale)
• 600,000 tons/year methanol-to-olefins (MTO)
• 1.5 million tons/year residue oil catalytic cracking
• 2 × 300,000 tons/year polyethylene
• 2 × 300,000 tons/year polypropylene
• 90,000 tons/year MTBE
• 40,000 tons/year butene-1 combined unit
• as well as supporting utilities, auxiliary works, and environmental protection facilities.

The project investment of 27.5 billion yuan, mainly to coal, gas, slag oil as raw materials, the construction of 1.8 million tons / year methanol (all for intermediate products, not export), 600,000 tonnes/year methanol-to-olefins, 1.5 million tons / year slag oil catalytic cracking, 2 × 300,000 tonnes/year polyethylene, 2 × 300,000 tons / year polypropylene, 90,000 tons / year MTBE and 40,000 tons / year butylene-1 joint device.

On April 28, 2008, the Jingbian Energy and Chemical Comprehensive Utilization Industrial Park was successfully opened and the groundbreaking ceremony for the 1.8 million tons/year methanol project was successfully held.
