There are some understanding issues since the cracker does not produce enough ethylene (600,000 tonnes) to load both PE plants (620,000 tonnes output) and the 1-butene plant (25,000 tonnes), whereby we assume that the 1-butene is consumed by the two PE plants at about 4 weight-% content, also factoring in a 2.6-2.8% loss during polymerization. There is a deficit of 40,000 tonnes that we assume is imported to complete the supply. According to the linked document: "Step II involves firstly the acquisition of ADNOC cracker rights and the related Ethylene storage and terminalling facility." Maybe, alternatively, the two PE plants are running below design capacity.
