Considering the number of US subsidiaries and entities, it is highly probably USA Manufacturing is owned by an intermediate.

INEOS USA Manufacturing LLC

INEOS USA Manufacturing LLC is a global manufacturer of chemical products such as petrochemicals, speciality chemicals and also oil products. It is made up of 15 different businesses, with a production network involving 60 manufacturing plants across 13 countries. INEOS maintains the philosophy of a simple and de-centralised organizational structure in order to motivate and encourage employees.

To my understandingbased on this description, all manufacturing plants in USA belong to USA Manufacturing LLC, which itself may be a direct or indirect subsidiary of Ineos USA LLC.

I haven't gotten to the bottom either. It seems to me, the actual company is Ineos USA LLC, owned by Ineos Group Holdings.

We need to link these operations to Ineos, and I suggest to just go ahead and apply Ineos USA LLC and write a caveat, that it needs to be confirmed.

INEOS USA is as much confusing as elsewhere.
In fact, there is a lot of confusion between business units and legal entities. 
For our purpose, we should consider legal entities, i.e. registered companies, but not business units.
Also many company names have changed.
In particular, manufacturing sites are owned by manufacturing companies of INOES instead of the business unit to which they belong.
Please have a look at what I have done in Europe with references to registered companies details.
For US listed company you can go here and type 'Ineos' (or 'Inovyn' as well).
USA LLC is probably the umbrella company in the US, and even this is not sure. The product companies (Ineos intermediates, olefins, polyethylene, etc...) are typically commercial companies selling the products; this is how they are named in Europe.
My best guess is that the US manufacturing sites belong to US Manufacturing LLC the same way that e.g. Belgian manufacturing sites are owned by Ines Manufacturing Belgium...
